Road safety situation and goals in PHARE countries : results of an expert survey.

Abstract

PHARE is a technical assistance programme for EU application countries. Within this framework a Multi-Country Road Safety Study has been carried out. In this paper the following topics emerging from the study will be highlighted: (1) The road safety trends as shown by two measures: fatalities per million persons and automobiles per 1000 inhabitants. (2) Using the results from interviews in selected countries, the most important factors affecting road safety, that is the role of the human factor, traffic environment, fleet of vehicles and enforcement, were analysed. (3) As a conclusion some policy goals are drafted. Available statistics and reports have been analysed. Interviews with high level local experts also form the basis for this study. (A)
