The Co-operation Group to Combat Drug Abuse and Illicit Trafficking in Drugs (Pompidou Group) is an inter-governmental body formed in 1971. Since 1980 it has carried out its activities within the framework of the Council of Europe. It provides a multidisciplinary forum at the wider European level where policy-makers, professionals and experts can exchange information and ideas on the whole range of drug misuse and trafficking problems. Whilst seeking to promote dialogue and interaction between policy, practice and science, it has turned its focus particularly to examining the practical implementation of drug policies and programmes in the field. This publication contains the proceedings of the seminar was held in Strasbourg from 18 to 20 June 2003. With Mr Claude Gillard (Belgium) in the chair, 66 officials, researchers, physicians, practitioners and police officers from 23 member states, Canada and the United States exchanged information and views at plenary sessions and in the five working groups mentioned above. The background reports, most of the presentations made at the seminar and the conclusions and recommendations produced by the working group rapporteurs, preceded by general conclusions, can be found in this publication.
