The authors look at events contributing to the development of a common European policy for road transport, with particular reference to road haulage. Amongst other legislation, they refer to the Council Regulation (EEC) No 1841/88, which abolishes bilateral quotas from January 1993, and to the Directive EEC (89) 438 which lays down criteria concerning reputation, financial standing and professional competence of road haulage operators. They also refer to the community proposals to introduce cabotage in road haulage and in passenger transport by both road and inland waterways. The Commission's progress is reported on the harmonization of social regulations, including driving hours and rest periods; technical regulations, including weights and dimensions of community road vehicles, and fiscal regulations including taxation of road vehicles and fuels, road tolls and the allocation of costs to the road user.
