Abstract

This paper briefly reviews the current status of Road User Charging (RUC)or Electronic Fee Collection (EFC) systems based on Global Navigation Satellite Systems (GNSS) and communication using Cellular Networks (CN). It reports on the technology in use, trialled, or being investigated in a number of countries. The paper focuses on progress in the achievement of interoperability between EFC systems using GNSS/CN, through standardisation andactivities to support the European Directive (2004/52/EC) on interoperability of Electronic Toll Collection (ETC) systems. It reports specifically on the progress of the draft ISO standard 17575 and the associated MinimumInteroperability Specification for Tolling on European Roads (MISTER), recommended by the European Commission as the basis of the definition of theEuropean Electronic Toll Service (EETS) required by the directive. It reviews the progress in defining the EETS, though expert groups and associated projects such as RCI. For the covering abstract see ITRD E134653.
