Abstract

The RUC standards foster interoperability, equipment compatibility and sharing of best industry practice. The RUC standards are used in more than 20 countries by more than 50 large scale deployment programmes around the world-wide. They significantly reduce risk and complexity in delivery programmes, as well as provide a solid basis for continuous competitive procurement. This paper provides an overview of road user charging standards. It highlights the scope and the benefits of the RUC standards. How standards support EU and EFTA policies are explained. The status of European standards in European Public Procurements is also discussed. It concludes by suggesting how to use RUC standards in delivery programmes.
