Abstract
A White paper on National Transport Policy was recently published in South Africa which sets as a prerequisite to the implementation of a new less regulated transport policy that "road users should contribute their relative proportion to the cost of providing the roads". This prerequisite necessitated a new road user cost recovery study, which is discussed here.
