Abstract

To be effective road planning must be bases on concepts of continual change because the provision of roads is a dynamic process in which development is aimed at meeting (and making) new patterns of growth. This paper analyses the general interaction of roading policies, standards, and resources and relates these theoretical concepts to the evolution of state highway planning for the National Roads Board.
