Roadmap to an efficient network: new member states and future entrants.

Abstract

A road network is perceived to be efficient when the road agency providesa safe, robust and accessible road network. The factors relating to a road network that are required by the travelling public, private sector and government are outlined. The reasons why countries need to move to a more efficient road network are discussed with reference to Eastern European countries such as Poland. The six key strategic imperatives in the PROFIIT strategic assessment framework that the public sector needs to consider are listed: processes, regulatory aspects, organizational characteristics, funding arrangements, infrastructure and information technology. The current situation in the new Member States of the European Union (Hungary, Poland,Czech Republic and Slovakia) and for future entrants (Romania, Bulgaria, Croatia, Serbia, Montenegro, Bosnia and Herzegovina, Macedonia, Albania) is considered in relation to these strategic imperatives.
