Abstract

This manual sets down the principles of current good practice for planning and developing highways and traffic schemes within the context of wider transportation planning issues. It deals with the various stages of scheme development from transportation policy considerations and integration with land use planning; to transport demand forecasting, the assessment and evaluation of problems and potential solutions, and the selection and design of measures for various purposes. Parts 1 and 2 provide a background to responsibilities, legislation and policy issues relating to road and traffic schemes. Parts 3-5 deal with solutions relevant primarily to roads and traffic which form the main objective of the manual.
