Abstract

This paper examines the role and function of Transport Authorities (TAs) in achieving the goals and objectives of policy by examining their functions and responsibilities in the public transport sector in South Africa. Emphasis is placed on the role of TAs in accessibility of public transport, competitiveness in public transport, and efficiency in service delivery. As there are different ways of achieving these objectives, alternatives are explored and preferred options highlighted, also taking account international experiences in this regard. (A) The French title of the paper is: "Le rôle des structures institutionnels au niveau métropolitain en Afrique du Sud sur l'organisation du transport de bus public".
