Abstract

Over the past decade, the state of iowa has moved toward establishing a highway improvement programming process that attempts to balance engineering and economic considerations. In 1988, the state legislature directed the iowa department of transportation (idot) to designate a network of commercial and industrial highways. During its 1989 session, the legislature established a clear mandate for idot to give this network the highest priority in programming future improvements. The research was initiated by idot to develop a methodologythat could be used to factor economic development considerations into the programming of improvements for the network. This paper appears in transportation research record no. 1274, Transportation and economic development 1990: proceedings of a conference, williamsburg, virginia, november 5-8, 1989.
