The role of seasonal speed limits in speed management.

Abstract

The idea of changing speed limits according to the time of the year has been studied in Finland during 1987-1989. Based on the positive results, most speed limits on rural roads have been lowered during every winter for more than ten years in Finland. A relatively high acceptance of the measure has been achieved after a full-scale implementation and overall safety effects seem to be even more positive than predicted based on the two-year study. Set-up of the study as well as results from it and experience from the wide use of lower wintertime speed limits are presented. The pros and cons of changing speed limits seasonally will be evaluated. For the covering abstract see ITRD E123193.
