Abstract

The Polish situation is typical for countries in transition from centralised economy and political system to democracy. Problems of this period can be solved with public discussion and strong political will. To reach good standard of national, regional and local transport at the same time new approaches to (1) public administration structure; (2) transport policy creating, decision making and implementation; (3) public budgetting; and (4) management structure on national, regional and local levels, have to be implemented. Unique in Poland is the high motorisation level according to the economic situation of individuals and busines. This means that the public budget is not able to provide provide enough funds for tranport system development, so urban transport should be treated as a service with a "pay what you gain" approach.
