Abstract

The Hong Kong Route 8 project is one of the latest major infrastructure projects to build new highway sections to interconnect its international airport to other areas in the city. Due to the unique geographical characteristics in Hong Kong, it is common that a combination of tunnels and bridges exist in a relatively short section of highway. This imposes complex traffic management requirements especially full lane control strategy is required for effective tunnel and bridge management. An advanced Traffic Control and Surveillance System (TCSS) is being designed for Route 8 operations. This paper presents design of the system in particular for its functionsfor rule based traffic plans that encompass the control of tunnels, bridges and open sections of highways. Rule based plan function is the functionin the system that automatically generates a traffic response plan based on the latest condition of an incident or queue by using a set of rules. The key advantage of such function is to automate control operations for a large quantity of traffic control devices, eliminate the need to prepare dedicated traffic plans for every incident conditions, and the need to modify traffic plans whenever traffic devices are added, removed or re-located.
