An investigation was carried out in North Rhine-Westphalia to develop route selection programs which could be applied to urban networks. Various towns were examined to determine the number of routes used, the differences between best and worst routes, the number of maneuvers made during a journey, and the number of diversions made around congested areas and bottlenecks.
