Abstract

The study described here expands the National Bus Company costing system to estimate the marginal cost of adding either peak-only or all-day buses. Peak costs are compared with off-peak costs for different definitions of the peak, and for different allocations of overheads. In all cases, off-peak patronage is shown to be subsidizing peak operation, and considerations involved in differential pricing are discussed.
