Abstract

This document has been drawn up by TNO Inro for the Dutch Province of Gelderland and should serve as the basis for the Provincial Traffic and Transportation Plan (PVVP) and the new Regional Spatial Plan. It offers a starting point for a vision of how the future relationship between transport and infrastructure on the one hand and spatial dynamics and the economy on the other hand can be shaped. It deals with both passenger and freight transport at various levels and via varous methods. Attention is also paid to the appropriate degree of steering that the Province should exercise. The new PVVP will beprepared according to an 'open' planning process. Therefore, the preparation for this working document, which raises discussion point for the second phase of that planning process, has included an exploratory workshop with a number of partners in the field. In drafting this document account has also been taken of a number of issues that arise from the Fifth National Policy Document on Spatial Planning and National Traffic and Transportation Plan (NVVP) and that are important when drawing up the Gelderland policy documents. The general issues include the layered approach (physical subsurface, networks and occupation), the central role of safety and quality and the optimal use of space and infrastructure. An issue of specific importance to Gelderland is the vision of 'Landsdeel Oost' (the eastern part of the country), a summary of which is included in the NVVP. (A)
