Abstract

This document consists of two Parts. The first Part provides the foundation for the new Plan and contains `The Context for Action', which gives a description of the circumstances that led to the concept of a Road Safety Plan in the first place, developments that have taken place during the course of the first Road Safety Plan, and a review of the programmes set out in the first Plan; and the `Rationale for Action', which briefly describes the need for, and defines, a fresh approach and structure for the new Plan. The second Part, which will be reviewed each year provides the broad statistical basis for the new Plan, `The Need for Action'; an explanation of the issues to be addressed, in `Areas for Action'; and a description of the work to be undertaken, in `Taking Action'. It should be stressed here that this document is not to be seen as a "workshop manual" which sets out every detail of the road safety work to be undertaken over the next three years. It is instead a framework for action with the details of methodologies and programmes of work often contained in other documents and reports. Many of these have already been produced and will be referred to in this new Plan. Finally, as an Appendix, comes `Managing the Actions', a description of how, and through whom, it is intended to implement the Plan.
