Abstract

The Safety Directions Development Programme is creating the tools needed to underpin the funding cycle under which the LTSA and its safety partners operate. It also enables the Land Transport Safety Authority (LTSA) to meet its statutory objective of undertaking activities that promote safety in land transport at reasonable cost. This paper describes how the Safety Directions Development Programme supports the four processes which comprise the funding cycle - budget setting, budget allocation, performance monitoring, and target setting - and outlines the data sources which are also components of the programme and essential to its success. Over the next two years the LTSA will complete development of the analytical tools to enable it to conduct all the tasks in the funding cycle. The first step is to decide what general form the procedures and tools will take, and what data they will require; the next is to continue building prototypes; the last is to refine the prototypes into fully working form.
