Abstract

The Safety Board has conducted an evaluation of the motor vehicle safety standard rulemaking process of the National Highway traffic Safety Administration (NHTSA) of the U.S. Department of Transportation (DOT). This report presents the analysis and conclusions of the Board's Investigation and constitutes the fourth and final volume of the evaluation study. The first section examines the NHTSA's past rulemaking process by analyzing two significant examples, FMVSS 121 and FMVSS 208. The second section analyzes current rulemaking of the NHTSA. The final section presents the conclusions of this report and specific recommendations.
