The full report (26) on which this executive summary is based ostensibly deals with questions which arise out of the need to explore the promise of measures aimed at accidents associated with stopping on freeway shoulders. Namely: how many such accidents are there; in what circumstances do they occur; what measures should be considered to alleviate the problem; and what are the costs and safety effects of each measure.
