Safety rule management within railways.

Abstract

A research project on safety rule management in the European railway system is described. The study was part of the EU-funded SAMRAIL (Safety Management Systems in Railways) project. A preliminary 'ideal' framework for rule management was developed based on literature and safety management theories. Case studies were carried out to identify current procedures of rulemanagement in the Netherlands, Sweden, Denmark and the UK. The case studies of the track maintenance rules were carried out as semi-structured interviews based on the theoretical framework and focusing on the development,implementation and evaluation of rules designed to promote safety in railway organisations.
