'Environment and amenity' and 'accessibility' are the main values upon which the Dutch national transport and traffic policy is focused. During the implementation of this policy, however, the intentions of these values are marginalised and the intended coherence of the structure plan is lost sight of. 'Sustainable' transport is just a marginal issue. This paper suggests another vision of accessibility, and of environment and amenity. This vision is elaborated into a comprehensive transport and traffic system, with emphasis given to transport of persons. (A).
