Attention is paid to the main purpose of the Dutch traffic policy: the aim at a durable society. In the Second Structure Scheme on Traffic and Transport this main purpose is further worked out into two coherent goals, namely: (1) to set limits to all undesirable side effects of the traffic and transport system; and (2) to maintain those things which are for a great part responsible for the Dutch prosperity. In view of these goals, a strategy is described consisting of five steps. It is concluded that the central question in this paper has to be seen in the correct sequence: stimulation or sanctions? Sanctions will only be needed, when the growth of the mobility by car use is not to control anymore.
