One way of tackling town and country planning issues is to distinguish between different levels of expansion. Ultimately, this allows to make more sense of the scaling-up process, both in economic terms and in reference to traffic and transport. This scaling-up process is expected to go farther in the Dutch Randstad than elsewhere in the country, leading to two different approaches to spatial development and transport system design. The repercussions for collective transport within and outside the Randstad are discussed briefly, with parallel lessons being drawn for individual transport modes. The emphasis in this paper is on creating a structure for cars that will be suitable for the spatial development approach presented. Here too, distinguishing between different levels of expansion is a relevant tool.
