Abstract

The paper describes the ideal pavement management as a process of sequential decisions on a network of pavement sections. The manager has to look after multiple objectives- those of the user, of the managing agency, and the public. Nine procedures that have been developed for various pavement management agencies are compared to the ideal. The author refers to a prototype application of decision analysis to the optimization of one pavement section. Formulation of the network problem suitable for decision analysis is recommended for future research.
