Abstract

This paper is concerned with the welfare economic characteristics of second-best alternatives to road pricing which suffer from the incapability of optimal tax differentiation. The optimal common fee is found to be a weighted average of the first-best individual fees; the weights depend on factors such as demand elasticities and cohort sizes. The static and dynamic relative welfare effects of second-best policies are evaluated.
