Abstract

This paper addresses a critical part of an interoperable DSRC ETC system : on-board unit (OBU) personalization. It describes the Pros and Cons of different implementations regarding security constraints, and disclosure risks between manufacturers and issuers. It also presents an organization and an architecture allowing on-demand personalization by a third party. This smart card based solution offers a good level of privacy, reduces consequences of disclosure, clearly partitions responsibilities while offering agreat flexibility.
