Abstract
The purpose of this paper is to promote wide spread implementation of selective traffic-law enforcement. This planning guide may be used for two purposes: to assist in establishing demonstration programs in selective enforcement and to assist with implementation of operational programs in selective enforcement where none now exists The concepts involved in the use of selective enforcement as an effective police traffic control technique apply to very basic human behavioural responses.
