Should the young pedestrian be considered a handicapped pedestrian?

Abstract

The young are over-involved in pedestrian accidents based on their numbers and their exposure to traffic. Their problem in coping with traffic might be considered a manifestation of their inability to function adequately as a pedestrian. Recommendations are given to prevent accidents in which young pedestrians are involved.
