Abstract

The paper assesses the potential of low-cost stand-alone GPS positioning to facilitate urban Satellite Positioning based Road User Charging (SPRUC) by analyzing real and simulated GPS data in different positioning conditions. In this regard field tests have been undertaken and significant amounts of GPS kinematic data were collected around hypothetically defined charging sites. The data were then analyzed using Geographic Information System (GIS) software coupled with the GPS data processing software, and statistics were derived for positioning accuracy and signal availability. The findings were then compared with the data simulated by the GPS data simulator, in order to begin to build-up a representative simulation model.
