Situation and policy of transportation in Shanghai at turning of the century.

Abstract

This paper discusses research on the overall conditions of transportation in metropolitan Shanghai in China. Based on the relationships among economy, land use and transportation, the following four contradictions and their causes have been found: (1) Traffic volume is too heavy versus rather slow vehicle speed; (2) Complete saturation of roads; (3) The irrational proportion of passengers by travel modes; and (4) deterioration of the structure of passenger transport and congestion caused by road traffic. Based on developmental trend of socioeconomics and geography, the paper provides forecasts on both passenger and freight transport. Important topics are: distribution of traffic flow, modal split, and assignment of traffic flow on roads. The strategy for transport development and the planning of key transport facilities are developed. The French title of the paper is: "La situation et la politique du transport de Shanghai vers le prochain siècle".
