Abstract

This paper briefly describes the two Swedish Skaraborg County bicycle helmet initiatives. The first bicycle helmet campaign initiative started in the year 1982 with providing helmet sets for loan to school classes. The Skaraborg County Council decided in the year 1987 to subsidise bicycle helmets for four year-olds during a three-year period. The purpose was to decrease the number of head injuries connected to bicycle accidents. In comparison with the 1978-1980 period, the results of the helmet campaign years show: (1) a decrease in the number of injuries; (2) a reduction of the total amount of nursing days in hospital; and (3) a cost reduction. The 1990 Skaraborg County Council decision to start the second bicycle helmet campaign was based on the good results of the first initiative. In the year 1992, the Skaraborg Bicycle Helmet Initiative Group was formed to extend the helmet initiative to all age groups in the county.
