Traffic congestion on the main road network could be reduced if technical measures, such as ramp metering or information panels, are deployed on a larger scale and through an improved harmonisation. Removing tax exemptions for cartravel, instituting variable car insurance premiums and raising fuel taxes while simultaneously lowering fixed costs would also make important contributions. These are some conclusions of the KiM Netherlands Institute for Transport Policy Analysis' research study of a large number of utilisation measures that must ultimately lead to less traffic congestion on the main road network. The aforementioned four measures are the most effective. Reason for this research is the focus of the present Cabinet on a better utilisation of the existing mobility system.
