Abstract

Environmental groups usually support the extension of public transport as an alternative to roadway improvement. Public transport is seen as the alternative to vehicle traffic. However, another alternative is to make more efficient use of existing roadway capacity. Only in special cases can public transport be more attractive than slow vehicle traffic. The concept of slow vehicle traffic can be evaluated by cost-benefit analysis. (A)
