Abstract

Completion of the subway infrastructure between the Isolatorweg station and the Central Railway Station in Amsterdam is of high (political) importance. This paper considers the opportunities Public Private Partnership (PPP) has to offer in this respect. The characteristics of the project such as route and construction do not allow a wide variety of options. It appears that the input of private parties is restricted to the design and construction phase. Moreover, the process of obtaining a PPP arrangement is of high importance. The nature of the project suggests only Design Build (DB) and/or Design Build Finance Maintain (DBFM) type of contracts. In order to manage the process adequately, a scenario of 'directed input' that mobilises the creativity of private parties, has been developed. However, the findings of this research do not deliver a blueprint for every (rail) project since the characteristics of the project and its social environment vary widely.
