Abstract

In 1995, a speed campaign was conducted on the main street network in the Dutch city of Eindhoven. The campaign consisted of: (a) speed enforcement using a radar and camera from an unmarked car parked alongside the road; (b) information through the press and local radio and TV station before and during the campaign; and (c) use of a portable sign reading `Your speed has been checked. Police'. The campaign was evaluated on the following aspects: (1) speed; (2) accidents; (3) the police experiences; and (4) the car driver experiences. On most streets the speed was lowered during the first three to five months of the campaign. However, at the end of the year the speed was almost at the pre-campaign level again. It is reasonable to suggest that the campaign contributed to a reduction in the number of accidents in 1995. It is also shown that the police did not achieve the planned input of enforcement hours. The survey conducted among drivers showed that the speed campaign was rather well-known by them. Around 75% of the responding drivers contend that they accepted the way the enforcement was conducted. Recommendations are made concerning the continuation of the speed enforcement.
