Abstract

This report gives an account of a 1995 pilot measurement. In this pilot, indicative radar speed measurements were performed on three arterial road types in the Dutch cities of Groningen, Maastricht, and Rotterdam. The 1995 pilot measurement design is intended: (1) to present indicative figures for, for instance passenger cars and lorries, for 1995; and (2) to simultaneously develop a suitable approach which can be adapted as a standard methodology. The 1995 measurements were performed on the following three arterial road types: (1) 50 km/h speed limit roads, consisting of 2x2 carriageways, closed for mopeds and cycles; (ii) 50 km/h speed limit roads, consisting of 1x2 carriageways, closed for mopeds; and (iii) 50 km/h speed limit roads, consisting of 1x2 carriageways, open to all traffic. The report also gives an account of a combined random survey on arterial road types. This survey was realised by aggregating the results of the 1994 and 1995 pilot measurements. The 1994 speed measurements were conducted in the Dutch cities of Eindhoven, Apeldoorn, and Haarlem. The 1995 pilot measurement design is similar to that of the 1994 measurement. The aggregated results of the 1994 and 1995 pilot measurements show that there is a considerably speeding problem inside built-up areas studied.
