Abstract

Emphasis is shifting from allocational or Pareto efficiency - the traditional approach to the assessment of urban development - to distributional efficiency and social indicators, recently. These alternative approaches to assessment face both measurement and policy problems. Particular attention is given to six strategies for coping with measurement problems.
