Abstract

This paper discusses the situation in which a societal decision maker (SDM) is responsible for making decisions whose effects fall primarily or exclusively on other people.The issues addressed in this paper are (A) What are the causes or sources of differences between the decisions made by the SDMs and the preferences of the affected individuals? and (B) What can be done to resolve such discrepancies?
