Compulsory fitting of seat belts to new vehicles was introduced in South Australia in January 1967. Subsequent surveys conducted by the road Traffic Board indicated, however, that their use as a protection measure was being ignored by the majority of vehicle occupants. Compulsory wearing of seat belt was therefore considered in 1968 and introduced in November 1971 in Victoria. Although enforcement of seat belt wearing was low a high level of usage followed the legislation.
