Abstract

Managing the arterial road asset is about more than just keeping pavement in good order. Space-time management is about making decisions about which road space will be allocated to whom, and what time capacity will be made available to different modes, both at conflict points and along routes by time of day. Applying the tools of road space and time management at the network level provides opportunities to achieve particular operational objectives. However, as shown by several case studies, the reality is that many unexpected hindrances can impair a road authority's ability to see projects delivered quickly. Sometimes, it is necessary to make compromises, and on other occasions it is possible to achieve the goals that have been set.
