The purpose of this paper is to present an analysis of conflicts between airport and urban planning. Background of this phd-project is one of the results of the project quiet air traffic that land use planning is one of the key problems of the aircraft noise problem. The project was carried out by the German Aerospace Center and completed in 2004. Subsequently the phd-study was initiated for a more detailed analysis of this topic. In a first step a qualitative stakeholder approach is used to identify the parties involved in the planning processes of airport regions. The findings are based on literature review and interviews of experts in the field of urban planning, airport planning, legal framework, economic impact and aircraft noise. In view of the different needs of the various groups there is often a clash of interests, ultimately resulting in conflicts. Research shows either a negative economic impact (e.g. restrictions of flight operations) or a negative impact on the well-being of the residents (e.g. night flights). In a second step findings are presented on the spatial impact of different airline business models. Especially low cost carrier, integrator (express freight) and legacy airlines using a hub-and-spoke network have diverse needs for airport infrastructure. Their varying operations have also different repercussions for the airport surrounding communities. In a third step an empirical approach is used to analyse the planning processes of a German airport region. The aim is to look at the legal framework, the dialogue between the different stakeholders and at the different approaches which are already used to diminish conflicts. Furthermore it is imperative to examine the development of the population in the airport region. The objectives of the people in their choice of location and the superimposing suburbanisation processes are researched as well. The overall goal of the study is to provide strategies for solving or reducing the airport planning dilemma. The recommendations will embrace the aspect of sustainability, where economical, ecological and social needs are in balance. For the covering abstract see ITRD E137145.
