A discussion of the main issues involved in the development of a program to improve trams services in Melbourne is presented. New regulations relating to trams have recently been introduced as part of the Victorian Road Traffic Regulations.The regulations are part of a project known as the "fairway" program and can be considered as road space management.Typical treatments relating to the use of the tram tracks are shown together with the principle problems that arise when applying these to an extensive tram network.
