Abstract

A downpour occurred in the Tokai area (along the Pacific coast of centralpart of Japan) in September 2000. The heavy rain occurred during evening peak hours, so it caused serious traffic congestion in the city area. Thisstudy analyzes road traffic situation under the downpour in many aspects on the basis of detailed survey data, particularly the routes and travel times of vehicles during the downpour, and examines hourly changes in the condition of congested roads. Several animated and dynamic traffic simulations were developed by using the travel survey of the drivers who had driven under the downpour. Several drawing methods of road situation were analysed under the downpour in order to provide effective and intelligible information for drivers in ITS. For the covering abstract see E134653.
