Abstract

This report forms a description of a general framework for planning, implementing and evaluating speed management programs in urban areas. The report is aimed at road authorities, at both European, national, regional and local level. This includes technicians, traffic planners, policy-makers and politicians. Included in the speed management framework, is description of the work throughout the process of collecting and mapping data, setting targets, forming a speed management strategy, designing the program, involving the public, and implementing and evaluating the program. Chapter 1 gives a short introduction to the speed management framework. Chapters 2-8 are more technical minded and describe in more detail the individual subjects in the framework.
