Abstract

This document contains the lidar speed-measuring device performance specifications developed by the National Highway Traffic Safety Administration (NHTSA) through a Cooperative Agreement with the International Association of Chiefs of Police (IACP) and in consultation with the National Institute of Standards and Technology (NIST), Office of Law Enforcement Standards (OLES). Because this document is designed as a development and procurement aid, it is highly technical. This document supersedes the Model Minimum Performance Specifications for Lidar Speed Measurement Devices (DOT HS 808 214, February 1995) and all subsequent reversions. By defining minimum performance requirements and verification procedures, this technical document establishes a baseline for acceptable traffic lidar speed-measuring device performance. Citizens, courts, and law enforcement officers should be assured that lidar speed-measuring device models, determined by test to comply with these performance specifications, will provide the high-quality service they require.
