A leap to reliable railways -Vision 2020: designing starting from reliability The reliability of rail transport in The Netherlands must improve considerably. Simultaneously, a reasonably grow in the near future in both passenger and freight transport must be facilitated, while the investments in new infrastructure will be limited. The project Benutten en Bouwen (Utilise and Build) 2003- 2015, a project of the joint rail industry, has the task to find a solution for this problem. The purpose of this paper is to describe bow the (un)reliability of the railways is analysed and bow the design of a "paradigm switch" -with a considerable improvement of the reliability as the main objective- is structured. The Transport Layer Model has played a crucial role in this process. All "layers" of the rail traffic system contribute to the (un)reliability of the railways and are therefore subject of the redesign process. The result of this process forms an important support of the joint vision of the rail industry for the period 2003- 2015: Sprong naar de toekomst (Leap to the future). (Author/publisher)
