Stadtinfoköln : development of an individual parking information system for on-street parking places.

Abstract

The research project stadtinfokoln, established in the national research program, "Mobility in Conurbation", is funded by the German Federal Ministry of Education and Research. It deals with the development of an integrated traffic management program for Cologne (a city with 1 million inhabitants) and of new collective traffic information systems as well as individual traffic information services. In 1986 a dynamic parking guidance system was established in Cologne and since a few years ago parking information on the multi-story car parks is available via the Internet. Within the framework of stadtinfokoln the existing information system will be expanded and supplemented with information about the on-street parking places. New static and dynamic information about multi-story car parks and on-street parking places like the number of parking places, the parking fee, the opening hours of car parks or the occupancy of the parking places respective to the number of free parking places in a car park or in a road section will be added to the system. One goal of stadtinfokoln is to reduce the private vehicle traffic in the city centre of Cologne. This may be reached by avoidance of parking search induced traffic by an improvement of parking information. In the future the parking information service will provide pre-trip- and on-trip-information about the occupancy of on-street parking places. A central point of the parking information is a prognosis model based on real time data from networked parking ticket machines.
