Abstract

The Treaty of European Union (Maastricht) sets out in Article 129 the development of Trans-European Road Network (TERN), which is being developed by the Commission of the European Community (CEC) based upon the report by the MWG. START is an Action Group reporting to the MWG on the typology required for inter-operability and the required level of service for TERN. TERN has already been identified by the CEC and adopted by the Council. It is currently being revised. Separate recommendations are proposed for motorway and non-motorway links. These are based upon existing international agreements that have already been ratified by most countries within the EU.
